Port of Los Angeles to Launch Emission-Reduction Technology Demonstration Projects
Harbor Breeze cruises is one of two vessel operators participating in CARB-backed LA MER project
In a groundbreaking initiative, the Port of Los Angeles, in collaboration with ferry operator Catalina Express and whale watching boat operator Harbor Breeze Cruises, is set to embark on emission-reduction technology demonstration projects for specialized harbor craft. This significant endeavor has been made possible by a generous $31 million grant awarded by the California Air Resources Board (CARB).
The project will focus on testing and evaluating two different harbor craft emission-reduction technologies, as well as conducting a comprehensive assessment of next-generation, less-polluting harbor craft. Catalina Express and Harbor Breeze Cruises, grant partners, will each contribute a $15 million match towards their respective demonstration programs, showcasing their commitment to environmental sustainability.
The Los Angeles Marine Emission Reduction (LA MER) project will feature the design, construction, and launch of a passenger ferry equipped with Tier 4 engines and potentially a CARB-verified, U.S. Coast Guard-approved diesel particulate filter. Operated by Catalina Express, this innovative ferry will utilize renewable diesel and replace three smaller ferries with older engine models, thereby enhancing regional ferry service efficiency and increasing emissions benefits.
Furthermore, in collaboration with Harbor Breeze Cruises, the LA MER project will involve the design, construction, and deployment of two zero-emission capable excursion boats. These vessels are anticipated to surpass the regulatory definition of a Zero-Emission Advanced Technology (ZEAT) vessel, capable of operating in zero-emission mode for a substantial portion of their trips, depending on various factors.

California’s dedication to cleaner marine vessel technology sets a positive example for the industry and underscores the state’s commitment to reducing emissions and fostering a healthier environment.
Gene Seroka, Executive Director of the Port of Los Angeles, emphasized the importance of incorporating emission-reduction technologies throughout the port complex to achieve the goal of becoming a zero-emission port. The collaboration with CARB, Catalina Express, and Harbor Breeze Cruises signifies a significant step towards testing and promoting innovative harbor craft technologies.
Commitment to Environmental Advancement
Greg Bombard, President and CEO of Catalina Express, highlighted the company’s longstanding commitment to environmental stewardship and compliance with regulations to reduce emissions. Catalina Express has transitioned a majority of its vessels to renewable diesel, derived from sustainable sources, to further its mission of environmental advancement and provide a sustainable ferry service to Catalina Island.
Similarly, Capt. Dan Salas, founder and owner of Harbor Breeze Cruises, commended the forward-thinking approach of the San Pedro Bay ports in addressing environmental challenges and promoting a healthier community and environment through projects like the LA MER initiative.
Driving Innovation and Sustainability
The LA MER project will culminate in a comprehensive evaluation of the feasibility and commercial viability of the emission-reduction technologies implemented, including identifying infrastructure requirements for zero-emission harbor craft and exploring the potential for integrating diesel particulate filters. The assessment will also address workforce development needs related to training harbor-craft workers in new engine technologies and advanced battery-electric solutions for maritime vessels.
LA MER is part of California Climate Investments, a state initiative dedicated to reducing greenhouse gas emissions, fostering economic growth, and enhancing public health and environmental quality, particularly in disadvantaged communities.
