The Launch of the Zeeland Energy Terminal: Strengthening the Netherlands’ Energy Infrastructure
The Dutch energy infrastructure company VTTI and the Norwegian LNG carrier and FSRU operator Höegh Evi have taken a significant step towards enhancing the Netherlands’ energy security with the official launch of the permitting process for the proposed Zeeland Energy Terminal (ZET).
The project, deemed of strategic importance by the Dutch Government, aims to bolster the country’s energy infrastructure. The permitting process commenced with the publication of the Notification of intent and proposal for participation by the Dutch Ministry of Climate and Green Growth on May 2, 2025.
ZET will feature an FSRU permanently moored to a jetty or quay, connected to a pipeline for natural gas transportation to the hinterland. Potential locations for the terminal include Sloehaven in the Vlissingen port area or Braakmanhaven in the Terneuzen port area in Zeeland.
In late 2023, VTTI and Höegh Evi (formerly Höegh LNG) signed an agreement to explore the development and operation of the FSRU-based terminal. Operations at ZET are scheduled to commence by 2028/2029, contributing to greater energy resilience and facilitating the transition to a secure and affordable energy future.
Once the initial permitting phase is completed, an open season for interested market participants is planned for Q4 2025. The new terminal will complement the existing LNG import terminals in the Netherlands, namely the Gate terminal in Maasvlakte, Rotterdam, and the EemsEnergy Terminal in Eemshaven, Groningen.
By introducing a new LNG import terminal in Zeeland, VTTI and Höegh Evi seek to diversify energy supply sources, enhance energy security, and promote competition in the market. Additionally, the Gate terminal is undergoing capacity expansion with the construction of a fourth tank, while the future of the EemsEnergy Terminal beyond 2027 is under evaluation.
