French firm hired to jumpstart stalled Cypriot LNG project

Technip Energies Awarded Contract for Cyprus LNG Terminal Project

French-based engineering company Technip Energies has been appointed to provide project management consultancy (PMC) services for the liquefied natural gas (LNG) import terminal project by Cyprus’ Natural Gas Infrastructure Company (ETYFA).

ETYFA selected Technip to oversee the completion of the LNG import terminal in Vassilikos, Cyprus, as announced on social media. The tender for the management services for the LNG terminal was released in September last year.

The project, with an estimated worth of €542 million, received €101 million funding from the Connecting Europe Facility (CEF) program as a project of common interest (PCI). Originally planned to be operational earlier, the terminal aims to establish a gateway for natural gas into Cyprus.

In November 2023, the China Petroleum Pipeline-led CMC consortium, responsible for converting the Prometheus LNG carrier into a floating storage and regasification unit (FSRU), successfully completed sea trials. The terminal was anticipated to be operational by July 2024.

Following the FSRU’s delivery ceremony in January 2024, CMC alleged that ETYFA withheld payments, altered the project’s scope, and interfered with crucial design and procurement activities.

However, the project encountered further challenges last summer when the European Public Prosecutor’s Office (EPPO) in Nicosia, Cyprus, initiated an investigation into the LNG terminal project for suspected procurement fraud, misappropriation of European Union (EU) funds, and corruption.
