Agreement signed for first offshore wind-powered underwater data center in China

A World First: China to Build Underwater Data Center Powered by Offshore Wind

A groundbreaking project in China is underway to construct what will be the world’s first commercial underwater data center powered by offshore wind. The ambitious endeavor is set to revolutionize the way data is stored and processed, combining cutting-edge technology with sustainable energy sources.

Phased Development

The project will unfold in two distinct phases. The initial phase will involve the creation of a demonstration facility to showcase the innovative capabilities of the underwater data center. Following the successful completion of the pilot phase, the project will then scale up to a commercial scale, significantly expanding its capacity and capabilities.

Collaboration Agreement

On June 10, a pivotal cooperation agreement was signed between the administrative committee of the Lingang Special Area of China (Shanghai) Pilot Free Trade Zone, Shanghai Lingang Special Area Investment Holding Group, and HiCloud Technology. This partnership marks the official launch of the project and paves the way for its successful realization.

Investment and Innovation

HiCloud Technology, the driving force behind the project, has made a substantial investment of CNY 1.6 billion (approximately €195 million) to bring the offshore wind-powered subsea data center to fruition. The company has relocated its headquarters to Lingang and rebranded in preparation for this groundbreaking initiative.

Technological Advancements

The first phase of the project will boast a capacity of 2.3 MW, with a focus on achieving a power usage effectiveness (PUE) of no higher than 1.15 and a green power supply rate exceeding 97%. As the project progresses to its second phase, the capacity will be ramped up to an impressive 24 MW, showcasing the scalability and adaptability of the underwater data center.

Innovative Approach

Su Yang, General Manager of HiCloud, envisions the Lingang Underwater Data Center (UDC) as a pioneering model that combines land-based data with sea-based computing. This innovative approach aims to address the growing demands of AI/5G computing, harness offshore wind energy through a unique “wind-computing synergy,” and facilitate global business expansion through cross-border data flow mechanisms.

Collaborative Ecosystem

HiCloud has forged strategic partnerships with key industry players, including Shenergy, Shanghai Telecom, CCCC Third Harbor Engineering, Biren Technology, and Linke Zhihua. This collaborative effort aims to leverage resources across the entire industrial chain, encompassing “green, autonomous, intelligent, and offshore” domains, to build a sustainable and intelligent computing ecosystem.
