Belfast Harbour Unveils £313 Million Investment Strategy to Boost Regional Prosperity
Belfast Harbour, Northern Ireland’s principal maritime gateway and logistics hub, has announced a bold new strategy aimed at investing £313 million (approximately $387 million) in capital projects across the port and Harbour Estate over the next five years.
The recently unveiled ‘Advance Regional Prosperity 2025-2029’ outlines Belfast Harbour’s ambitious plans to allocate £208 million (approximately $257 million) towards port enhancements and £105 million (approximately $130 million) for the ongoing regeneration and development of the Harbour Estate and waterfront.
Key Projects and Objectives
One of the significant projects included in the strategy is a proposed £90 million (approximately $111 million) investment in a new deepwater quay. This infrastructure upgrade is expected to cater to some of the world’s largest cruise vessels and enhance the port’s capacity for offshore wind turbine assembly and installation.
The strategy’s objectives focus on enabling economic growth, improving port facilities, creating vibrant living and working spaces, and fostering innovation towards achieving net-zero emissions targets.
Port Development Initiatives
Aside from the deepwater quay project, Belfast Harbour plans to introduce new sustainably powered cranes, rebuild Stormont Wharf, develop sustainable warehouses, and deploy autonomous vehicles within the port and estate premises.
Harbour Estate Investments
Investments in the Harbour Estate will include the development of City Quays 5, a mixed-use regeneration project, and advancing plans for residential developments such as City Quays 4 and additional housing units to be developed by 2030. The estate will also see the full deployment of ‘The Harlander’ autonomous passenger vehicle and new productions at Belfast Harbour Studios.

Joe O’Neill, Chief Executive of Belfast Harbour, expressed the organization’s commitment to driving regional prosperity through strategic investments. He highlighted the potential of the new deepwater quay to boost cruise tourism and expand the port’s role in offshore wind energy, positioning Belfast Harbour at the forefront of the clean energy transition.
O’Neill also emphasized that the investment strategy aligns with the goals of the Northern Ireland Executive and Belfast City Council in addressing housing supply, climate change, and fostering a sustainable and globally connected economy.
