Black & Veatch delivers first MW-scale floating solar plant in Philippines

Black & Veatch Completes Philippines’ First Megawatt-Scale Floating Solar PV Facility

U.S.-based engineering and construction company Black & Veatch (B&V) has successfully finished the installation of the Philippines’ inaugural megawatt-scale floating solar photovoltaic (PV) facility. This innovative project is situated on the Malubog Reservoir and serves to bolster mining operations in the region.

Black & Veatch reports that the floating solar array spans across 3 hectares and was commissioned by Carmen Copper Corporation. It comprises 8,540 solar panels with a maximum capacity of 4.99 MW, currently catering to 10% of the mine’s energy requirements. The system is designed for potential expansion up to 50 MW, with the ultimate goal of fulfilling all of Carmen Copper’s energy needs through renewable sources.

“This project showcases the convergence of engineering excellence and environmental stewardship to deliver transformative infrastructure,” stated Jerin Raj, Asia Pacific Managing Director for Black & Veatch.

“Our team of engineering, procurement, and construction professionals collaborated with Carmen Copper to complete this project within 15 months, on budget, and with over 250,000 man-hours without any lost time due to injury. We take immense pride in our team’s accomplishment in delivering this pioneering facility in the Philippines.”

Black & Veatch served as the EPC contractor, overseeing engineering, procurement, and construction services.

“This endeavor underscores Carmen Copper’s dedication to responsible mining practices and environmental stewardship, aligning with the Department of Energy’s objective of having renewables contribute to at least 50% of the country’s total power capacity by 2040,” remarked Atty. Axel G. Tumulak, Carmen Copper Head of Legal, Compliance, and Corporate Governance.

The floating solar array utilizes solar panels set at a fixed tilt angle to capture maximum energy during peak sunlight hours and reduce reliance on fossil fuels. Black & Veatch highlighted that these arrays enhance panel efficiency through natural cooling and minimize water evaporation, presenting a land-efficient solution for industrial operators in space-constrained regions.
