U.S. Department of the Interior Announces Intent for Commercial Leasing of Critical Minerals in American Samoa
On June 12, 2025, the U.S. Department of the Interior made a significant announcement regarding the exploration of critical minerals offshore American Samoa. The Department revealed its plan to publish a Request for Information and Interest (RFI) for commercial leasing of the Outer Continental Shelf (OCS) seabed in the region.
The Bureau of Ocean Energy Management (BOEM), a branch of the Department, initially released the RFI in the Federal Register on June 16, 2025, marking the beginning of a 30-day public comment period. Due to a request from the Governor of American Samoa, BOEM has decided to extend the comment period until August 15 to ensure ample time for feedback and engagement from the local community.
“We are committed to transparency and ensuring that the interests of the people of American Samoa are taken into consideration throughout this process,” stated Doug Boren, BOEM Pacific Regional Director. “Our goal is to foster open dialogue and collaboration with the Government of American Samoa as we move forward with this initiative.”
It is important to note that any potential lease sale in the area will undergo thorough environmental assessments in accordance with the National Environmental Policy Act. Additionally, all relevant laws, including the Endangered Species Act and National Historic Preservation Act, will be adhered to during the leasing process.
This announcement aligns with the Department’s efforts to explore new opportunities for critical mineral development, as outlined in President Trump’s Executive Order on Unleashing America’s Offshore Critical Minerals and Resources issued in May 2025.
