BOEM Seeks Public Comment for Eleventh National Outer Continental Shelf Oil and Gas Leasing Program

Engagement Process for the 11th National Outer Continental Shelf Oil and Gas Leasing Program

On April 18, 2025, the Department of the Interior made an important announcement regarding the development of the 11th National Outer Continental Shelf Oil and Gas Leasing Program. The Bureau of Ocean Energy Management (BOEM) will be initiating the first step in this process by releasing a Request for Information and Comments (RFI) in the Federal Register on April 30, 2025.

BOEM is inviting individuals and organizations to provide a range of information and comments related to the economic, social, and environmental aspects of all OCS resources. Additionally, they are seeking feedback on the potential impact of oil and gas exploration and development on other OCS resources, as well as on the marine, coastal, and human environments. This comment period marks the beginning of a multi-year and multi-phase planning process for the 11th National OCS Program.

How to Participate

The public comment period will be open from April 30, 2025, until 11:59 pm ET on June 16, 2025. Comments can be submitted online through www.regulations.gov/docket/BOEM-2025-0015 (preferred), or via U.S. mail. If sending comments by mail, please address the envelope to Ms. Kelly Hammerle, Bureau of Ocean Energy Management (VAM-LD), 45600 Woodland Road, Sterling, VA 20166, and label it with “Comments for the 11th National OCS Program.”
