Training Failures Highlight Nationwide Shortfall in Shipboard Firefighter Training

Training failures that led to the tragic deaths of two firefighters on a RoRo ship at Port Newark in July 2023 are indicative of a larger issue of inadequate shipboard firefighter training nationwide, according to Jennifer L. Homendy, the chairman of the National Transportation Safety Board (NTSB).
Homendy expressed deep concern over the ongoing deficiencies in training for the nation’s firefighters, despite repeated alarms raised by the NTSB following transportation-related tragedies. The NTSB’s full report on the fire incident aboard the Grande Costa D’Avorio on July 5, 2023, highlighted the need for improved shipboard firefighting training, as well as recommendations for design changes on RoRo vehicles.
The report also emphasized the importance of discontinuing the use of passenger vehicles to push non-running cars onto ships during the loading process. The incident at Port Newark mirrors previous NTSB investigations into vessel fires, underscoring the critical need for enhanced training protocols.
Homendy commended the Fire Department of New York for its effective response to marine vessel fires, citing the department’s comprehensive training programs and proactive measures. In contrast, the report revealed significant gaps in training among Newark firefighters, with many lacking tactical shipboard firefighting experience.
The NTSB report detailed the challenges faced by the crew and responding firefighters during the incident, highlighting the need for better coordination and training across agencies and stakeholders. The report also delved into the root cause of the fire and recommended design modifications for RoRo ships to improve safety measures.
Despite the tragic loss of two firefighters and injuries to several others, the report serves as a stark reminder of the importance of adequate training and preparedness in maritime firefighting scenarios. The NTSB’s collaboration with the Coast Guard underscores the commitment to enhancing safety measures in the maritime industry.
