US firm finds work on $8 billion gas development in Africa

Mellitah Oil and Gas Partners with Hill International for Multi-Billion Dollar Energy Project in Libya

Mellitah Oil and Gas, a joint venture between the African country’s National Oil Corporation and Italy’s Eni, has selected the U.S.-based Hill International to provide project management services for a significant energy project off the coast of Libya.

The $8 billion Structures A & E project, managed by Hill International, involves the development of two offshore gas fields in Libya with a targeted output of 750 million cubic feet per day.

Raouf Ghali, Hill’s CEO, stated, “Our local team is excited to work with Mellitah and Hill’s global network of energy experts to deliver this megaproject, ensuring energy security for Libyans and the region. This assignment highlights our commitment to infrastructure development in the country.”

The project includes the construction of two offshore drilling platforms, infrastructure for gas treatment and distribution to the existing Mellitah Complex, and a new carbon capture and storage facility.

Hill International will provide a range of project management services such as planning, design coordination, procurement support, cost management, quality assurance, risk mitigation, and more.

Derek Amidon, GISI Consulting Group CEO, commented, “Hill’s expertise in energy infrastructure combined with GISI Consulting Group’s resources positions Mellitah for success in this project.”

The project aims to meet domestic energy needs, increase gas exports to Europe, enhance regional energy security, and lower prices for customers. Production is expected to commence in 2026.

Waleed Abdel-Fattah, Hill’s President for Middle East and North Africa, said, “The Structures A & E project is of national and international significance, and we are honored to be a part of shaping Libya’s future.”

Mellitah Oil & Gas recently announced an EPCC tender for the offshore facility expansion, with future projects including the installation of a new wellhead platform and modification of existing platforms.

Additionally, Saipem secured a $1 billion contract for Mellitah’s Bouri Gas Utilization Project (BGUP), highlighting ongoing developments in the region.
