USCG Finds Hazardous Ammonia at Puerto Rico Terminal Violating Safety Order

The U.S. Coast Guard is currently investigating a hazardous situation at the Puerto Nuevo Terminal in San Juan, Puerto Rico. During a routine inspection on March 26, a tank containing anhydrous ammonia was discovered, which is in direct violation of a previous order issued by the USCG regarding the handling of hazardous cargo at the facility.

Last month, the Puerto Nuevo Terminal was instructed to cease the handling of hazardous goods, including anhydrous ammonia, due to concerns about the lack of adequate firefighting capabilities on site. Despite this order, an inspection team from Sector San Juan found an anhydrous ammonia shipment at the terminal, posing a significant safety risk to the facility.

Anhydrous ammonia is a hazardous and highly toxic substance commonly used in industrial applications such as detergents, pesticides, and fertilizers. The discovery of the tank containing more than 5,000 gallons of this substance prompted further scrutiny of the terminal by an interagency team to ensure compliance with safety regulations.

Captain Robert E. Stiles, acting Coast Guard Sector San Juan commander, emphasized the importance of handling hazardous materials in accordance with federal laws to protect the local population and prevent potential disasters within the maritime industry.

The Coast Guard has previously raised concerns about the Puerto Nuevo Terminal’s safety compliance, particularly regarding firefighting capabilities. Following repeated failures to meet safety measures for handling hazardous cargo, the terminal was issued a prohibitive order in late February, making the discovery of the anhydrous ammonia shipment a direct violation of this order.

Violating the Captain of the Port Order could result in significant fines for the terminal, with penalties of up to $120,000 per occurrence and per day of violation. Additionally, willful violations of such orders are considered Class D felonies, punishable by imprisonment or hefty fines for individuals or organizations involved.

Puerto Nuevo Terminal, a joint venture between Luis Ayala Colon and Saltchuk-owned Puerto Rico Terminals, is a key container terminal in San Juan. The ongoing investigation by the Coast Guard underscores the importance of strict compliance with safety regulations to protect both the environment and the local community.
