Philippines launches 3.3GW offshore wind round

The Philippines Launches Fifth Green Energy Auction for Offshore Wind Capacity

The Department of Energy of the Philippines has launched its Fifth Green Energy Auction, aiming to secure 3.3GW of fixed-bottom offshore wind capacity with delivery scheduled between 2028 and 2030.

This particular round will focus exclusively on fixed-bottom offshore wind technology, chosen for its proven track record, cost-efficiency, and scalability. According to DOE undersecretary Rowena Cristina Guevara, the country remains open to the possibility of including floating wind technology in future auction rounds.

Guevara stated, “As global experience grows and the technology matures, the DOE will reassess its inclusion in future auction rounds. For now, our focus is on building momentum with fixed-bottom projects that can thrive under current technical, regulatory, and infrastructure conditions.”

Stakeholders, developers, port operators, and transmission companies have been invited by the DOE to review the terms of reference for the auction round and provide feedback by June 18.

The Philippines has already set a clean energy generation target of 15.3GW by 2030, with offshore wind sources expected to contribute between 3 to 6GW towards this goal.
