The Future of Offshore Wind Energy Development in the New York Bight
The Bureau of Ocean Energy Management (BOEM) recently issued a Record of Decision outlining environmental measures for future wind energy development in the New York Bight area, covering six lease areas offshore New York and New Jersey. With the goal of advancing offshore wind projects, BOEM aims to secure development before the end of the Biden administration in January 2025.
Overview of Lease Areas
The six lease areas in the New York Bight span over 488,000 acres and were sold in a highly successful auction, generating over $4.3 billion in total bids. BOEM estimates that full development of these areas could produce up to 7 GW of offshore wind energy, sufficient to power approximately two million homes.
Regional Analysis and Environmental Measures
BOEM conducted a regional analysis of offshore renewable energy development to streamline the projects in the NY Bight. The agency completed a Programmatic Environmental Impact Statement (PEIS) to assess avoidance, minimization, mitigation, and monitoring measures for future offshore wind projects in the area.
The Draft PEIS was followed by a completed environmental review in October, which identified measures to be applied to the six lease areas. Today’s Record of Decision specifies 58 environmental measures that BOEM plans to implement to reduce potential impacts on the environment.
Key Players in Offshore Wind Development
Leading developers in the industry secured the lease areas, including Bluepoint Wind, Attentive Energy, Community Offshore Wind, Atlantic Shores Offshore Wind Bight, Invenergy, and Vineyard Mid-Atlantic. Each developer is in the early stages of planning and has the opportunity to submit Construction and Operations Plans to BOEM for review.

While some projects have faced political uncertainties, industry groups remain optimistic about the progress of offshore wind development. Despite opposition from some political figures, the industry continues to move forward with renewable energy projects, leveraging the environmental analyses and measures provided by BOEM.
