Russian Shipping News Update: Port Security Decree, Houthi Attacks, and More

Russian shipping news has been making waves this week, with a series of events impacting the maritime industry. From a new port security decree to Houthi attacks in the Red Sea, here’s a roundup of the latest developments:

Port Security Decree Creates Turmoil

A new port security decree in Russia now requires Federal Security Service (FSB) clearance for all foreign vessels. This has led to a temporary halt on foreign oil tanker loadings at key Black Sea export hubs. The clampdown comes in response to recent port mishaps, including explosions, sabotage incidents, and drone attacks, threatening Russia’s oil infrastructure. While authorities cite regulatory violations, the timing aligns with heightened domestic security measures and escalating Western sanctions targeting Russia’s energy sector.

Houthi Attacks in the Red Sea

July saw a resurgence of Houthi attacks in the Red Sea, prompting Greece to dispatch a salvage vessel in response to the sinkings of two Greek-operated bulk carriers. The detention of the Greek managed vessel, Merinos Livestock, near Yemen raised concerns. Human Rights Watch labeled the attacks on the bulk carriers as violations of the laws of war, amounting to war crimes.

Compensation for Environmental Damage

In Sri Lanka, the owners and operators of the X-Press Pearl container vessel have been ordered to pay $1bn in compensation for the environmental and economic damage caused when the ship caught fire and sank off Colombo in 2021, resulting in the largest recorded marine plastic spill in history.

Bunkering Sector Initiative

Major shipping and marine fuel companies have launched a self-regulatory initiative to increase transparency and trust in the bunkering process, starting in the Amsterdam-Rotterdam-Antwerp (ARA) region. The Bunkering Services Initiative aims to address fuel quantity discrepancies and inconsistent quality standards, with backing from industry players like Cargill, Frontline, and Trafigura.
